Five Freedoms
The Borderland Humane Society has adopted the Association of Shelter Veterinarians "Guidelines for Standards of Care in Animal Shelters" for use in caring for our animals.
The five freedoms include:
1. Freedom from hunger and thirst
2. Freedom from discomfort
3. Freedom from pain, injury or disease
4. Freedom to express normal behavior
5. Freedom from fear and distress

Brief History
The Borderland Humane Society (BHS) is a 501(c)(3) organized and incorporated in 1973 in International Falls, Minnesota to serve animals (and their people) in Koochiching County. Early efforts focused on education through Animal Talk Articles in the local newspaper. Pet shows, poster contests, presentations at schools, annual award programs were significant activities until the early 1990’s. BHS was always involved in rescuing, fostering, re-homing primarily dogs and cats. Emphasis on spay/neuter programs gradually grew in importance. BHS has always had an active board, but until 2006 the organization’s name was usually equated with the name of one key person who basically ran most of the programs and carried on the primary day to day work of the organization. Following re-organization in 2006, responsibilities became shared with board member and other volunteers having more active roles. In 2009, the City of International Falls contracted with the BHS to run the city’s animal pound building (constructed in 1962), which had previously been used and operated by local law enforcement. The building was re-named the Borderland Humane Society Holding Facility. Additionally, the City of International Falls, Koochiching County and the BHS collaborated to build a brand-new facility that was opened in January 2015.
